Radio Veritas Asia to shut down its shortwave broadcasts

Radio Veritas Asia, Philippines will stop it's shortwave broadcast (all language services) with effect from 30th June, 2018. It will be available online from 1st July 2018.

BBC Bengali to drop two half hour shortwave transmissions at morning & evening

With effect from 1st April, 2018 BBC Bengali will drop its two half hour shortwave transmissions at morning, 0030 UTC (Prabhati) and late evening, 1630 UTC (Parikrama) .

"We have noticed that the radio audience of Bangladesh is gradually decreasing and most people have become dependent on television to hear or to know about the news," said Sabir Mustafa, editor, BBC News Bangla on the decision. Today 81 percent of the people in Bangladesh watch television and only 15 percent listen to the radio. "

"On the other hand, young people are going through digital media and online to meet their news and entertainment needs. In this context, we decided to reduce the radio show and will further increase our performance on television and online. "

"At the same time, we think it is very important to keep the news program on the radio in the morning, the popularity of the night is not very much, and we expect the demand for this morning's show will increase further", said Sabir Mustafa.

Mr. Mustafa says, "Now our activities through online and social will grow very much. Facebook and YouTube will be able to give more videos and more analytical articles will be published on our website. At the same time, the kind of stories that people can be good at reading or getting inspiration, the news will be given more. "

Sabir Mustafa said that although two radio programs were closed, BBC News Bangla is now going to become more diverse media.

Shortwave broadcasts of Eternal Good News has been terminated two weeks ago, the Church has decided to have Eternal Good News on internet web site rather than shortwave radio.

Deutsche Welle relay station in Kigali to close down by 28 March, 2015

Deutsche Welle relay station in Kigali / Rwanda will be closed at end of B14 season and dismantled afterwards.
 
All shortwave services will be continued in A15 by rentals at same times and to same service areas.

Radio Australia to cease Asia shortwave service this weekend

Asia is to lose another major shortwave broadcaster this Sunday as Radio Australia ceases 75 years in the region, but the service to the Pacific will continue.

On Sunday, 1st Feb 2015, Radio Australia's shortwave signal to Asia will be turned off, another result the ABC says of recent government funding cuts.

Shortwave broadcasting into the Pacific will continue, but signal strenth outside Papua New Guinea, Solomon Islands and Fiji may be degraded.

To Be Where the Audience Is — Report of the Special Committee on the Future of Shortwave Broadcasting

WASHINGTON (August 1, 2014) — The Broadcasting Board of Governors today released "To Be Where the Audience Is," a report that found shortwave radio to be essential to listeners in target countries, but of marginal impact in most markets. The report's recommendations came after a comprehensive review, grounded in audience-based research, of the efficacy of shortwave as a distribution platform for U.S. international media.
 
"Shortwave radio continues to be an important means for large numbers of people in some countries to receive news and information," said Matt Armstrong, who chaired the BBG's Special Committee on the Future of Shortwave Broadcasting, which issued the report. "However, many of our networks' target audiences have moved to newer platforms including TV, FM and digital media. This report maps a way forward for U.S. international media to remain accessible for all our audiences."
 
Research-based evidence of media trends suggests that the increased availability and affordability of television, mobile devices and Internet access has led to the declining use of shortwave around the world. Still, the report finds that substantial audiences embrace shortwave in Nigeria, Burma, North Korea, Afghanistan, Somalia, Zimbabwe, Cuba and other target markets for the BBG.
 
At the same time, the committee's recommendations make clear that the BBG will need to continue to reduce or eliminate shortwave broadcasts where there is either minimal audience or that audience is not a U.S. foreign policy priority. It also ratifies reductions that were made in redundant signals in 2013 and further cuts in transmissions that were made in 2014.
 
Even with these recent reductions, the BBG makes programs in 35 of its 61 broadcast languages available on shortwave where there is a strategic reason to do so.
 
The report notes there is no evidence that shortwave usage increases during crises. At such times, audiences continue to use their preferred platforms or seek out anti-censorship tools to help them navigate to the news online, including firewall circumvention tools or offline media including thumb drives and DVDs.
 
The Shortwave Committee report will be discussed at the August 13 public meeting of the Broadcasting Board of Governors.

You have welcomed us into your homes since our first shortwave broadcast on 19th December 2001.
 
Our broadcasts will continue on our website, via Channel Zim through TV decoders, and by various other forms of new media.

VOA drops shortwave to Asian sub continent

Farewell VOA shortwave from June 30. Just announced cuts remove english language programs for Asia, many foreign language programs, and also affect Radio Free Europe/Radio Liberty shortwave services. Services continue to Africa in English.

According to reports  :

- All shortwave frequencies will be eliminated for Voice of America English radio broadcasts to Asia, VOA English teaching programs, and VOA programs to Bangladesh by 30th June (Monday)

- All shortwave frequencies for the following services will also be eliminated: Azerbaijani, Bangla, English (Learning), Khmer, Kurdish, Lao and Uzbek. 

- Shortwave being used by services at RFE/RL and RFA are also being cut.

- BBG's proposed shortwave cuts for FY2014 have been approved by Congress.

Radio Australia next on the chopping block ?

Text of Press Release by ABC on budget cuts .....

The ABC's budget will be cut by $120m over the next four years as a result of decisions made by the Federal Government in tonight's budget. Operational funding cuts of close to $40m over four years will come on top of the termination of the $220 million contract to deliver the international broadcasting service, Australia Network. The 2014-15 budget also foreshadows further significant funding cuts in the wake of the Lewis review into the operations of the ABC and SBS.

"The funding cuts will be disappointing for audiences. The government gave repeated commitments before and after the election that funding for the Corporation would be maintained," the ABC's Managing Director, Mark Scott said.

Mr Scott said while the ABC would look to make its operations more efficient, the funding cuts would regrettably and inevitably result in redundancies and a reduction in services. The ABC Board and Executive would need time to work out the full impact and to review strategies and internal budgets.

Mr Scott said the decision to cut the funding for Australia Network was very disappointing, given the ABC was only one year into a 10-year contract with the Department of Foreign Affairs and Trade.

"Countries around the world are expanding their international broadcasting services as key instruments of public diplomacy. The ABC had negotiated a detailed strategy with DFAT to develop relationships with major broadcasters in the region and to target locals likely to trade, study in or travel to Australia. This partnership had resulted in expanded audiences in key markets and was on track to deliver all agreed targets.

"This decision runs counter to the approach adopted by the vast majority of G-20 countries who are putting media at the centre of public diplomacy strategies to engage citizens in other countries.

"It sends a strange message to the region that the government does not want to use the most powerful communication tools available to it to talk to our regional neighbours about Australia.

"The agreed strategy with DFAT based on broadcasting, online partnerships and social media was proving successful. This decision cannot be justified in terms of performance against agreed priorities."

Mr Scott said the ABC Board would now have to examine how the ABC delivers its international Charter obligation, which requires it to broadcast programs that, among other things, "encourage awareness of Australia and an international understanding of Australian attitudes on world affairs".

In addition to the funding cuts, the ABC will also have to manage the cessation of funding for the online disability website,ABC Ramp Up at the end of this financial year.

Mr Scott said the ABC was aware of the tight fiscal environment and constantly reviewed its strategy and performance to find better work practices and greater efficiencies.

"The ABC is very tightly geared. We have been diligent in reducing backroom costs over recent years to ensure the ABC can deliver better and more varied content to our audiences. That strategy has enabled the ABC to self-fund important new initiatives like iview, ABC News24, triple j Unearthed online and a range of other new digital services."

Mr Scott said the budget made it clear the Lewis efficiency exercise would impose additional demands on ABC budgets over the next few years. The Department of Communications has been conducting a study into ABC and SBS efficiency with the assistance of ex-Channel 7 CFO and recently appointed CFO of Southern Cross Austereo, Peter Lewis.

"The task ahead will be extremely challenging for ABC management and staff," Mr Scott said.

"We will need to make funding cuts, while trying to also save money to invest in new priorities to ensure the ABC remains a compelling feature of the Australian media landscape – a public broadcaster in the digital era."

SW Radio Africa reduces shortwave broadcasts

From the SW Radio Africa website...
 
We have an important announcement for our listeners on shortwave. Starting Tuesday 1st April we will be reducing our shortwave broadcasts to one hour a day. There will also be no shortwave broadcasts at the weekend.
 
We apologise for any inconvenience this may cause.
 
Our full two hours of programming will still be available via our website www.swradioafrica.com and also on Channel Zim, available through free to air TV decoders.
 
Our broadcasts via Channel Zim are 5 – 7am and 7 – 9pm.
Our live 2 hours of programming via our website remains 7 – 9pm and podcasts of all our programs are available 24 hours a day. Our shortwave broadcasts, starting Tuesday 1st April, will be one hour 7 – 8pm, available Monday – Friday. All times quoted are Zim times and…………thanks for listening.

After several online stories & predictions about closure of shortwave services by Voice of Russia received this official response today....

Voice of Russia will stop shortwave broadcasts from 1st Jan 2014

MOSCOW, August 21 (RIA Novosti) – The Russian government's international radio broadcasting service Golos Rossii (Voice of Russia) will stop its shortwave broadcasts from January 1 next year, the Digit.ru online journal reported Wednesday.
 
The shortwave service is closing "due to funding cuts," Voice of Russia deputy director Natalya Zhmai said in a letter dated August 15 to Andrei Romanchenko, head of the Russian Television and Radio Broadcasting Network (RTRBN), the journal said.

Radio Australia to drop shortwave to China & Indonesia

The ABC could soon abandon international shortwave radio broadcasts to China and Indonesia, ending more than 70 years of beaming news and current affairs on high frequency into Asia. But the public broadcaster's management insist it will not flick the switch on shortwave services of Radio Australia to Papua New Guinea and tiny Pacific nations for now.

Radio Canada International to shut down shortwave, to cut Russian & Brazilian departments

Summary of cuts announced :

- As announced in the 2012 federal budget, government has chosen to reduce CBC/Radio-Canada's appropriation by $115 million over three years.
- significant impact on services, organization and staff; upwards of 650 positions will be eliminated over three years, including about 475 this fiscal year."
- CBC/Radio-Canada intends to accelerate the shutdown of analogue television transmitters.
- Radio Canada International (RCI) will undergo a transformation that will see the service move away from shortwave and satellite transmission in order to focus its efforts on the web. The service will also end the production of news bulletins and close its Russian and Brazilian departments in order to concentrate on the five languages most spoken by its audiences: French, English, Spanish, Arabic, and Mandarin.

Radio Bulgaria drops shortwave wef Feb 2012

Dear listeners and friends of the short waves and Radio Bulgaria, with a huge regret to inform you very bad news. After more than 75 years in the world broadcasting from January 31, 2012 at 2200UT Radio Bulgaria cease broadcasting on short and medium waves. The solution is that Radio Bulgaria is not necessary now its short waves and medium waves listeners. The reason -no money for broadcast on short and medium waves. And who listens to short waves today? Already has internet. Maintaining the short waves was "Mission Impossible"! Hope dies last. As a frequency manager in the last 19 years my main task was to provide best quality signal of Radio Bulgaria in worldwide coverage. There will be no short waves, there will be no frequency manager. For all people who work in Radio Bulgaria that bad news is shock and horror

Deutsche Welle: Changes in radio broadcasts starting this summer

Increased focus on television, online and mobile services and a reduction of shortwave broadcasts.

Starting July 1, 2011, Deutsche Welle (DW) will be making major changes in how and when its radio programming is broadcast in Asia and Europe, as well as German radio programming as a whole.
The measures will ensure the further development of Germany's international broadcaster to a truly multimedia organization. As stipulated in the organization's strategic plan for 2010-2013, DW will focus on modern modules that can be integrated into partner's FM line-ups as well as being offered as stand-alone, on-demand services for the Internet and mobile devices. DW will thereby increase the cooperation with its partners throughout the world. With the exception of Africa and parts of Asia, linear shortwave broadcasts will be discontinued due to limited usage. The resources that have been saved will be reinvested in projects for the future - especially in the development of television services with regional languages and content, as well as an increase in online and mobile services.
DW will aim to use its available resources to offer two TV channels per region. This will give viewers the opportunity to choose between a channel with predominantly German programming and a channel with a focus on one of the regional languages - English, Spanish or Arabic.
In the future, DW will work with partner stations in Central and Southeast Europe to broadcast regional TV magazines and produce online services - each in the regional language. Starting July 1, 2011, the FM services for Bulgarian, Greek, Croatian, Macedonian and Romanian will be reduced and eventually discontinued. The frequencies that were purchased or rented in Sofia, Bucharest, Pristina and Tirana will be returned, as well as the corresponding licenses. The FM broadcasts for Albanian, Bosnian and Serbian will be reduced. In the future, these services will focus on selected partnerships with local FM stations. A service in Romani will be maintained for the time being. For Ukraine, DW is currently examining whether or not an agreement can be made with a partner to broadcast a reduced amount of FM radio programming that has been tailored to fit their needs. Radio programming for Hindi will be discontinued on July 1.


Reduction of shortwave
On November 1, 2011, DW will be discontinuing the shortwave broadcast for German, Russian, Farsi and Indonesian. For English, the shortwave broadcast will be limited to Africa. The broadcasting times for Chinese programming will be reduced from 120 minutes to 60 minutes. For these languages, DW will also be increasing the online and mobile services as well as video-on-demand and audio-on-demand. The portfolio will also include audio productions for rebroadcast by partners (when applicable).
Starting in November, DW will only be broadcasting radio programming via shortwave in the following languages: Amharic, Chinese, Dari, English and French for Africa, Hausa, Kiswahili, Pashtu, Portuguese for Africa and Urdu.


Closing of relay stations
The shortwave program currently broadcasts 260 hours daily with DW's own or rented relay stations - with the new focus on Africa and regions in Asia that will be reduced to just 55 at the beginning of the winter season. Only the relay station in Kigali (Rwanda) will be needed for shortwave broadcasts in Africa. The stations in Trincomalee (Sri Lanka) und Sines (Portugal) can no longer be used to capacity. The financial operation is no longer possible and the relay stations will stop being used on November 1, 2011 and closed at the next possible point in time.
With the reduction of rental prices and the closing of the two relay stations, DW will be able to save resources that can be reinvested in the further development of its services.


Development of FM broadcasts with partners
DW will continue to expand its network of FM partners in Africa. The radio production for Hausa, Kiswahili, French and Portuguese for Africa will be optimized for FM broadcasts step by step. DW will also produce a regional radio magazine daily in English, to be rebroadcast by partners in Africa. Audio content in Arabic will be created for the Middle East and North Africa and distributed online, via mobile or rebroadcast by partners. DW will focus on FM partnerships for Bengali, Urdu, Dari/Pashtu und Indonesian for South Asia, India, Pakistan and Afghanistan. A decision will be made about the future of these partnerships in accordance with the budget situation and following the evaluation results.


Strategic plan for 2010 to 2013
The German Bundestag approved DW's strategic plan in April 2011 with an overwhelming majority. The core of the plan is the multimedia orientation of the broadcaster, the focus on major tasks and target regions with regards to the budgetary issues. The new strategic direction ensures that DW is prepared for the changing conditions of international media markets: Services for certain languages and regions will be reinforced to secure DW's competitive position in the future. The focus for the coming years will be on Sub-Sahara Africa, the Middle East, Iran and North Africa, South Asia and Afghanistan, Russia and Latin America. Due to the limited budget, the development of services will only be possible when activities are reduced somewhere else. In the area of television, DW will work more closely together with the German public broadcasters ARD and ZDF and develop regionalized TV programming with selected partners. For many areas around the world, it will be necessary to further development online and mobile services in order to reach DW's target audience better: Individuals who are interested in diverse perspectives and use a large amount and variety of media resources. That especially includes opinion leaders and future opinion leaders as well as people who lobby for democracy, freedom and progress in authoritarian countries and thereby strengthen the civil society.

Germany's Deutsche Welle to end most shortwave broadcasting

Bonn, Germany - The government-financed German broadcaster Deutsche Welle is to cease most of its shortwave broadcasts on July 1, with emphasis shifting to television broadcasts and the internet, the corporation said in Bonn Wednesday.
