From FM to short-wave

Mom Sophon / Khmer Times

Almost every day since 1997, Chea Sam Oeun sat at a small table in front of his house in a quiet street in Phnom Penh and listened to the radio. But now, instead of tuning in to his usual FM station, he's listening to the same station on a short-wave frequency.

The 72-year-old's favourite radio programme is Radio Free Asia's Khmer-language local news show. Mr Sam Oeun said he had listened to RFA's news programme since about 1997 and tuned in almost every day.

Audio Codec xHE-AAC at No Additional Cost to Boost DRM Receiver Industry

The DRM Consortium welcomes the announcement made by Via Licensing Corporation, a leading world-wide intellectual property solutions provider, of the highly efficient MPEG xHE-AAC audio codec (Extended High Efficiency AAC) to become in effect a default feature of the widely popular Advanced Audio Coding (AAC) patent pool. Through this announcement, Via and AAC licensors are taking steps to encourage and accelerate the adoption of xHE-AAC, the most recent and advanced member of the AAC family of audio codecs.

The MPEG xHE-AAC audio codec is a mandatory feature of the Digital Radio Mondiale (DRM) standard. It is currently in use on DRM transmissions across the globe. Applications for MPEG xHE-AAC also include streaming over mobile and wired networks and terrestrial radio.

By making xHE-AAC available as part of its AAC patent pool, Via grants licensees access to xHE-AAC rights at no additional cost, and reduces average per-unit cost through greater volume aggregation across all AAC related products. In addition, DRM receiver manufacturers deploying the xHE-AAC technology will be able to benefit from special rates for emerging markets formerly only available to AAC licensors, including India, Indonesia, Pakistan, most African countries incl. South Africa, most Arab countries, most South American countries incl. Brazil, etc. More information on Via's "Alternative Rate Structure" offer for the AAC patent pool is available at www.via-corp.com/us/en/licensing/aac/licensefees-structures.html.

According to Via, the expanded AAC patent pool license including xHE-AAC will be available to licensees starting in the last quarter of 2017.

xHE-AAC combines two MPEG technologies, High Efficiency AAC v2, and Unified Speech and Audio Coding (USAC). It is designed to support the delivery of mixed speech and general audio content including music on mobile devices, radio broadcasts, and wired streaming services. xHE-AAC provides exceptional audio quality using low bit rates delivering a listening experience suitable for mobile devices, and can scale-up to offer audiophile-quality reproduction. The reduced bit rate helps broadcasters and mobile streaming audio providers distribute their content more efficiently. Consumers can enjoy high quality audio reproduction at lower bit rates, which reduces their mobile data consumption and costs.

"The addition of xHE-AAC technology increases the value of our AAC patent pool license," said Joe Siino, President of Via Licensing. "Adding xHE-AAC to our patent pool ensures that broadcasters and service providers can deliver the next generation of audio to consumers efficiently and affordably."

For Ruxandra Obreja, the DRM Consortium Chairman, "this is a breakthrough initiative for the DRM receiver availability as it gives an extra boost to digital receiver manufacturing. The global receiver industry can now be confident that there are no extra costs but rather great cost savings in many relevant countries for manufacturing DRM or even multi-standard DRM/DAB+ receivers."

About DRM

Digital Radio Mondiale™ (DRM) is the universal, openly standardised digital broadcasting system for all broadcasting frequencies.

The DRM standard comprises two major configurations: One is intended for broadcasts on short, medium and long wave up to 30 MHz and providing large coverage areas and low power consumption with better-than-FM quality services. The configuration for the VHF bands above 30 MHz including the FM band is tailored for local and regional coverage with broadcaster-controlled transmissions and provides stereo services up to Surround Sound.

All DRM configurations share the same audio coding, data and multimedia services, service linking, multiplexing and signalling schemes.  DRM provides high quality sound combined with a wealth of enhanced features: Journaline text information, Slideshow, EPG, and data services.

The DRM Consortium was awarded by ITU for it outstanding contribution to the Telecommunications over the past years and has signed the EBU Smart Radio Memorandum that promotes access to free to air radio on all devices.

BBC News begins huge India investment

BBC News today began a major expansion in India, launching news services in four Indian languages: Gujarati, Marathi, Punjabi and Telugu - and relaunching a nightly TV news bulletin in Hindi, BBC Duniya, to be broadcast on India News.

The new services are available online and on social media, with a Telugu TV bulletin, BBC Prapancham, also starting tonight. This will be broadcast on Eenadu TV Andhra Pradesh and Eenadu TV Telangana.

This forms part of a significant BBC investment in India, including an expanded news bureau in Delhi with 2 new TV studios. The Delhi bureau is now the BBC's largest outside the UK. It will become a video, TV and digital content production hub for the whole of South Asia.
This follows a huge talent drive in India, with the BBC recruiting more than 150 new journalistic staff from across the country.

Director-General of the BBC, Tony Hall, is in India for the launch of the services. Speaking from Delhi, where he was officially opening the BBC Bureau, he says: "I'm delighted to be in India to mark such a significant milestone for the BBC. For decades, audiences in India have trusted the BBC to bring them impartial, independent news, and today millions more have the chance to access the BBC in their own languages.

"We know the BBC is already held in great regard and affection across India, and we want to bring BBC News to new audiences, particularly the next generation of news consumers. We've recruited amazingly talented new journalists from across India, and it's been an honour to meet many of them today.

"I'm also pleased the BBC is working with new TV partners in India News and Eenadu TV."

K.Bapineedu, CEO of Eenadu TV Network, says: "The BBC has established its brand name as a credible news channel across the globe. The initiative from the BBC, to produce international stories with a global perspective in the Telugu language and to be broadcast on the ETV Network, will add value to our existing endeavour of reaching the Telugu audience with the highest reach and authenticity."

Kartikeya Sharma, Founder and Promoter of iTV Network, the owner and operator of India News, says: "The BBC is known for its well-researched and unbiased content, which will now reach our viewers in a language and format they can easily comprehend. India News is acknowledged as a channel that captures the pulse of the nation and promotes a brand of direct and responsible news coverage. With the coming together of the two, our viewers can look forward to getting a global perspective on stories of international significance from networks they can trust."

BBC News already broadcasts to 28m people in Bengali, Hindi, Tamil and Urdu, as well as English.

The investment in India comes as part of the BBC World Service's biggest expansion since the 1940s, made possible by £291m investment from the UK Government. The BBC has already launched news in Pidgin, Afaan Oromo, Amharic, Tigrinya and Korean, with services in Yoruba, Igbo and Serbian to follow.

BBC Duniya is broadcast Monday-Friday at 1800 IST on India News. BBC Prapancham is broadcast Monday-Friday at 2230 IST on Eenadu TV Andhra Pradesh and Eenadu TV Telangana. Both bulletins will be fast-paced programmes giving audiences original journalism and a global perspective on the international and national stories of the day.

TV news bulletins in Marathi will be broadcast later this year, with Gujarati following next year.
Downloadable English language learning modules will also be available via our sites.
News in the four languages is also available on Facebook, Instagram, Twitter and YouTube.

The new websites are available as follows:

BBC World Service continues expansion with new services for Ethiopia and Eritrea

Three new language services for Ethiopia, Eritrea, and the diaspora are being launched today by the BBC World Service as part of its biggest expansion since the 1940s.

BBC News in Amharic, Afaan Oromo and Tigrinya will be available online and on Facebook. This will be followed later in the year with shortwave radio services in each language consisting of a 15-minute news and current affairs programme, followed by a 5-minute Learning English programme, from Monday to Friday.

The new BBC services will provide impartial news, current affairs and analysis of Ethiopia and Eritrea as well as regional and international news. Boosting the BBC's operation in the Horn of Africa will also provide the rest of the BBC's global audience with a better understanding of Ethiopia and Eritrea.

Programmes will target a younger audience with social media playing a key role. In addition to news and current affairs, there will be extensive coverage of culture, entertainment, entrepreneurship, science and technology, health and sport - including the English Premier League.

These services will benefit from a growing network of journalists across the region and around the world.

Francesca Unsworth, BBC World Service Director, says: "The BBC World Service brings independent, impartial news to audiences around the world,  especially in places where media freedom is limited. I'm delighted we're extending our service to millions of people in Ethiopia, Eritrea and the diaspora worldwide."

Will Ross, Editorial Lead for Africa, says: "We know that there is a great deal of hunger for audiences in Ethiopia and Eritrea to access a broad range of high quality content in Amharic, Afaan Oromo and Tigrinya. It has been a privilege to work with Ethiopian and Eritrean journalists who are so keen to learn new skills and to ensure the new language services are a success."

Via Adds xHE-AAC To Advanced Audio Coding Patent Pool License

Expanded license encourages adoption of new audio technology

October 02, 2017 08:30 AM Eastern Daylight Time

SAN FRANCISCO--(BUSINESS WIRE)--Via Licensing Corporation, a leading world-wide intellectual property solutions provider, today announced the upcoming availability of Extended High Efficiency AAC (xHE-AAC) as part of the Advanced Audio Coding (AAC) patent pool. The expanded patent pool license will be available at no additional cost to licensees, starting in Q4 of 2017.

"The addition of xHE-AAC technology increases the value of our AAC patent pool license"

Through this announcement, Via and AAC licensors are taking steps to encourage and accelerate the adoption of xHE-AAC, the most recent and advanced member of the AAC family of audio codecs.

Previously, xHE-AAC technology could only be used in devices if manufacturers paid for an additional license in addition to an existing AAC license. By bringing xHE-AAC into its AAC patent pool, Via grants licensees access to xHE-AAC rights at no additional cost, and reduces average per-unit cost through greater volume aggregation across all AAC related products.

xHE-AAC combines two MPEG technologies, High Efficiency AAC v2, and Unified Speech and Audio Coding (USAC). The reduced bit rate helps mobile broadcasters and streaming audio providers distribute their content more efficiently. Consumers are able to enjoy high quality audio reproduction at lower bit rates which lowers their data consumption and costs.

Applications for MPEG xHE-AAC include digital radio broadcasting, streaming over mobile and wired networks, and terrestrial radio. It has already been adopted for the Digital Radio Mondiale ("DRM") broadcast standard and is currently in use on DRM transmissions around the world.
