A Record for Voice of America's Global Audience Growth

WASHINGTON D.C., November 16, 2016 -- Voice of America's global weekly audience hit a record in 2016, surpassing every projection and growing by nearly 50 million - the largest jump ever in a single year. Now 236.6 million people around the world consume VOA's programs, compared to 187.7 million in 2015, according to new figures released November 15 by the Broadcasting Board of Governors (BBG), the federal entity that oversees all U.S. civilian international media, including the Voice of America.

The audience increase was recorded across all VOA platforms - TV, radio and mobile. Latest research collected by Gallup and other research firms shows that every week 154 million people are watching VOA television programs, 108 million people are listening to VOA on the radio and 34.5 million are reached through digital platforms. A quarter of this audience consumes VOA programs on all three platforms.

"I am really proud of the exponential audience growth since last year. This is a clear indication of VOA's impact around the world every single day," said Voice of America Director, Amanda Bennett. "Providing objective, insightful news and information is invaluable to our audiences worldwide and we are here doing just that."

The largest audience increases were recorded in Indonesia (16.4 million), Mexico (6.2 million), Argentina (4.3 million), Colombia (4.2 million) and Peru (4.2 million). Major audience gains were also recorded in Tanzania (3.8 million), Burundi (2.9 million), South Africa (2.6 million) and Nigeria (2.6 million). In most cases, these increases were the result of VOA's successful partnerships with important local broadcast outlets, which are some of the largest and most respected stations in many markets that carry Voice of America's programs.

Thanks to the large increase in audiences throughout Latin America, VOA now reaches more people in Spanish than in any other language - 59.4 million. Indonesian comes second with 47.5 million and English third with 39.2 million.

VOA also increased its social media outreach around the world, especially in Southeast Asia with huge gains in video viewing and engagement on Facebook and YouTube. For example, VOA Khmer's Facebook page is the second most popular in Cambodia, with 4.6 million fans, second only to the page of the Cambodian Prime Minister.

In addition to weekly audience size, VOA measures its impact using quantitative and qualitative data on a wide range of factors including program quality and credibility. Overall 86% of the weekly audience finds VOA's programming "trustworthy". The same percentage also reports that VOA's broadcasts have increased their understanding of current events.

VOA reaches a global weekly audience of more than 236 million people in over 45 languages. VOA programs are delivered on satellite, cable, shortwave, FM, medium wave, streaming audio and video and more than 2,350 media outlets worldwide. It is funded by the U.S. Congress through the Broadcasting Board of Governors.

Radio Free Europe/Radio Liberty announces Thomas Kent as new President

WASHINGTON - Thomas Kent a long time Associated Press journalist has been appointed the new President of Radio Free Europe/Radio Liberty (RFE/RL), Chairman of the network's Board of Directors Jeff Shell announced today.

"Tom was chosen in a competitive selection process from a strong field of candidates," Shell said. "RFE/RL will benefit enormously from such an outstanding leader. His track record in digital news expansion and his collaborative leadership style aligns with the board's vision of a unified, innovative and effective U.S. International Media."

Mr. Kent is a skilled media executive with extensive experience in management, international reporting and journalism standards development. He has worked at The Associated Press since 1972, filling roles such as Moscow Bureau Chief, International Editor, Deputy Managing Editor and, most recently, Standards Editor. In these positions, he played a leading role in the editorial and technical transformation of AP into a fully digital news organization. He has also been involved in corporate strategic planning and the development of new multimedia services.

Commenting on Kent's appointment, BBG CEO and Director, John F. Lansing said, "Our winning strategy is our talented staff. Tom joins a cadre of committed journalists around the world with the simple goal of ensuring that everyone has access to impartial, independent and professional news and information about their communities that helps citizens take more control over their lives.

Kent has served as a member of the advisory board of the Ethical Journalism Network, leader of the Online News Association's Build Your Own Ethics Code project, advisor for the Society of Professional Journalists and international reporting juror for the Pulitzer Prize Prizes. He has written and spoken extensively on journalism ethics and has a particular interest in Russian news media. Kent has taught at the Harriman Institute at Columbia University and has guest lectured at Yale University, Moscow State University, St. Petersburg University of Trade Unions, Columbia Law School, and New York University, among others. He speaks four languages and is fluent in Russian. He is a graduate of Yale University.

Shell and Lansing praised Acting RFE/RL President Nenad Pejic for his leadership and guidance since taking over after Kevin Klose stepped down in 2015.

BBG announces Amanda Bennett as new Director of Voice of America

WASHINGTON - The Broadcasting Board of Governors today will welcome Pulitzer Prize-winning journalist and author Amanda Bennett as the 29th Director of the Voice of America (VOA).  An introduction and swearing-in ceremony will be held at Voice of America headquarters at 10 a.m. this morning and will be streamed live on the BBG website,  www.bbg.gov

Bennett served as executive editor of Bloomberg News, where she created and ran a global team of investigative reporters and editors and co-founded the Bloomberg News Women's project.  She also served as editor of The Philadelphia Inquirer, editor of the Herald-Leader in Lexington, Kentucky, managing editor/projects for The Oregonian in Portland, and reporter and editor for the Wall Street Journal for more than 20 years, including a stint as the Journal's Beijing correspondent. Most recently, she has been a contributing columnist for The Washington Post.

Bennett shared the 1997 Pulitzer Prize for National Reporting with her Journal colleagues, and in 2001 led a team from The Oregonian to a Pulitzer Prize for Public Service.  Projects by the Bloomberg projects and investigations team, led by Bennett, won numerous awards, including Loeb, Polk, Barlett & Steele, Headliners, Society of American Business Editors and Writers, and Overseas Press Club awards.

Bennett is the author of six books and a graduate of Harvard College.  Together with her husband, Donald Graham, she co-founder of TheDream.US, which provides college scholarships to the children of undocumented immigrants.

Bennett succeeds David Ensor, who served as VOA Director from 2011-2015.  VOA's Associate Director of Language Programming Kelu Chao has served as Acting VOA Director since June of last year.

BBG 2017 Budget Request Prioritizes Key Audiences and New Technologies

WASHINGTON - The Broadcasting Board of Governors (BBG) today released its Fiscal Year 2017 budget request, seeking $777.8 million to accelerate its market-driven shift to digital media, concentrate broadcasting to foreign policy priority audiences, better measure impact, and expand global distribution capabilities.

"This budget makes clear our priorities for meeting key audiences where they are and increasing our impact in target regions around the world," said BBG CEO John Lansing. "I'm especially proud that this budget reflects an unprecedented collaboration between the five BBG networks to support our unified mission."

The budget request prioritizes expanding digital and video production to engage young audiences who are impacted by Russian aggression and disinformation, or by media campaigns of violent extremist groups such as ISIL. A proposed investment of $15 million will expand video and new media in Russian-language, launch digital teams for Central Asia and other areas where Russia supports frozen conflicts, and increase digital content for regional audiences impacted by ISIL extremism, including Indonesia, Bangladesh, Pakistan and Afghanistan.

The budget request also grows BBG's digital engagement efforts that have successfully informed and encouraged dialogue among Iraqi audiences on issues that have allowed ISIL to attract young fighters. The $2.5 million enhancement request will allow the Agency to expand these efforts to Egypt, Central Asia and the Balkans.

In order to optimize BBG's coordinated coverage of global news and information - including emerging international crises - and to maximize the use of shared support services, the FY 2017 Budget Request proposes that the BBG Board may delegate any of its authorities or duties to a Chief Executive Office appointed by the Board.

The Agency will also fund research to measure and increase its impact on the hundreds of millions who consume BBG media each week, as well as create an Internet Freedom Office to oversee the selection and evaluation of Internet Freedom projects.

Proposed budget reductions include trimming administrative and overhead costs and realigning transmitting station sites and transmissions across its global network.

U.S. International Media Attracts Record Audience of 226 Million

WASHINGTON - The Broadcasting Board of Governors today released its annual impact numbers, including an unprecedented weekly measured audience of 226 million. The increase includes substantial gains in digital and television audiences in highly competitive media markets that are of strategic importance to the United States.

Digital audiences increased from 25 million to 32 million, driven in part by social media and circumvention tools used by Radio Free Asia and Voice of America to evade the Chinese firewall and engage audiences in China, as well as a new multi-platform campaign launched by the Middle East Broadcasting Networks aimed at engaging Iraqi audiences and providing them an opportunity to voice their opinions.

Thanks in part to a successful customized affiliate strategy, especially in Latin America, Africa and the Russian periphery, television audiences saw a substantial increase, growing 18 million in the last year.

"This audience increase - while it is just one of many impact measurements -- shows the hunger for accurate and reliable information around the world," said BBG CEO and Director John Lansing. "As propaganda and misinformation continue to saturate media markets globally, more and more people are turning to the networks of the BBG for trusted, fact-based reporting.  But even as we reach more people, we will hold ourselves accountable to ensuring that our content has measurable impact in the parts of the world where free speech and expression are inhibited or denied altogether."

In addition to weekly audience size, the BBG measures its impact using quantitative, qualitative, digital and anecdotal data on a wide range of factors including program quality and credibility, engagement with the news process, and audience understanding of current events. Examples of impact include:

Ramped up coverage of Russia and the periphery by Radio Free Europe/Radio Liberty and Voice of America with a daily co-produced television program carried by 25 affiliates throughout the region that is watched by nearly two million people weekly online in Russia.
Continued and expanded reporting by Voice of America during the upheaval in Burundi - the only international source of news and information in Kirundi after the government shutdown private radio and social media
The successful launch of a news program by the Office of Cuba Broadcasting dedicated to informing the people of Cuba on the process of normalization of relations between the U.S. and Cuba.

BBG Names John Lansing as Chief Executive Officer

BBG Networks Include Voice of America, Radio Free Europe/Radio Liberty, Radio and TV Martí, Radio Free Asia, and Middle East Broadcasting Networks WASHINGTON - The Broadcasting Board of Governors (BBG), the independent federal government agency that oversees all U.S. civilian international media, today announced the appointment of John Lansing as Chief Executive Officer and Director of the BBG. Lansing will begin his service at the BBG in September.

Lansing joins the BBG with nine years of experience as President of Scripps Networks, where he is credited with guiding the company to become a leading developer of unique content across various media platforms including television, digital, mobile and publishing. As President of Scripps Networks, Lansing was responsible for strategic and operational oversight of the $2.5 billion division of Scripps Networks Interactive, including the company's portfolio of six cable networks - Food Network, HGTV, Travel Channel, DIY, Cooking Channel and Great American Country - and the $100 million Scripps Networks Digital division. Prior to joining Scripps Networks in 2004, Lansing was Senior Vice President for Television in the broadcasting division of the E.W. Scripps Company, managing the company's portfolio of 10 network affiliated television stations. Earlier, he held various senior management positions at Scripps-owned affiliates, including WEWS TV in Cleveland, Ohio and WXYZ TV in Detroit, Michigan.

Most recently, Lansing was President and Chief Executive Officer of Cable & Telecommunications Association for Marketing (CTAM), a marketing association comprised of 90 of the top U.S. and Canadian cable companies and television programmers. There, Lansing oversaw the development of business strategies and marketing initiatives that position cable television companies for continued growth as they compete with emerging digital content platforms.

Lansing also brings a deep understanding of journalism from roles as an award-winning Photojournalist and Field Producer, Assignment Manager, Managing Editor, and News Director at several television stations earlier in his career.

Lansing is currently Vice Chair of the Bellarmine University Board of Trustees and was named to the Bellarmine Gallery of Distinguished Graduates in 2010. He serves on the National Advisory Board of the Bellarmine University's Institute for Media, Culture & Ethics; National Council for Media and Public Affairs of George Washington University School of Media & Public Affairs; and, until recently, the Poynter Institute for Media Studies Foundation, one of the nation's top schools for professional journalists.

BBG's Critical Importance in a Fragmented World and Rapidly Changing Media Environment

U.S. International Media (USIM) operates today in a challenging environment in which global audiences have vastly increased access to information from both public and private sources and in which modes of communication are changing in fundamental ways.

The global information space has become a battleground, where new international actors have "weaponized" information to try to undermine not only Western values but also Western resolve to confront the challenges of the 21st century. The emergence of well-funded state-sponsored broadcasters have demonstrated how propaganda can directly influence events on the ground. Elsewhere, non-state actors including al-Qaeda, ISIL and Boko Harem are using social media to recruit fighters and sow fear.

The BBG is sparing no effort to bring global audiences alternative narratives - built on accurate, fact-based journalism - to foreign propaganda in Ukraine and across the former Soviet Union as well as in the Middle East, South Asia and the African Sahel. MBN's Raise Your Voice, an interactive audience engagement initiative on TV and radio in Iraq exemplifies BBG's response, empowering moderate secular and religious voices to discuss the root causes of ISIL while providing Iraqi leaders with constructive feedback on the lives and hopes of the Iraqi people.

Gallup research underscores impressive results, most notably where extremism is a palpable threat; BBG networks boast weekly adult audiences of 44% in Iraq, 53% in Afghanistan, 28% in Iran, 51% in Somalia, and 18% in Nigeria. Globally, BBG networks increasingly are engaging new audiences, reporting on issues of human rights, government corruption and other issues, which contributes toward an all-time high measured BBG weekly audiences in excess of 215 million and rapid growth across all media platforms including social media and mobile.

Telling America's story is a significant part of BBG's statutory mandate. BBG covers the United States in all of its complexity, reflecting the nation's democratic process, so that the countries that are struggling to nurture their own democratic systems might learn from the American experience.

BBG has also developed a robust portfolio in Internet anti-censorship. The agency focuses not only on disseminating content, but also on expanding access to the Internet, and offering to citizen and professional journalists the tools to report safely without detection by government surveillance. Increasingly, this work is important in countries such as China, Venezuela and Iran that are bolstering their firewalls to stop the free flow of information.

BBG Names Andy Lack CEO

Respected Executive to Lead U.S. International Media
 
WASHINGTON -The Broadcasting Board of Governors announced today that it intends to hire respected journalist and media executive Andrew Lack as Chief Executive Officer of the federal agency that oversees the five networks and broadcasting operations of U.S. international media. Those networks include Voice of America, Radio Free Europe/Radio Liberty, Radio and TV Martí, Radio Free Asia, and the Middle East Broadcasting Networks.


"Andy Lack has an unmatched record as a journalist and media executive, and he has successfully steered large organizations through changes in competitive media environments," BBG Chair Jeff Shell said. "We are incredibly excited that Andy has decided to serve his country and lead the BBG as it fulfills its critical mission in this ever-changing and more complicated world."


Once his appointment is finalized, Lack will serve as the first-ever CEO of U.S. international media.  Creating the position of a CEO has been a key objective of the agency's governing board and the Administration.  


Lack's selection follows an extensive search process launched in October 2013, when the Board formed a special committee on the creation of a CEO.  Earlier this year, the agency engaged an executive search firm to identify candidates. 


"Andy is a great leader, a great communicator, and a great journalist," said Richard Stengel, Under Secretary of State for Public Diplomacy and Public Affairs, who serves as the delegate to the Board for Secretary of State John Kerry.  "He is the perfect person - and I really mean the perfect person - to be this organization's first CEO in the 21st century. We are lucky to have him, and we at State look forward to working with him."
 
Chairman of the Bloomberg Media Group for the past year, Lack joined Bloomberg in October 2008 as CEO of its Global Media Group.  In this position, he was responsible for expanding television, radio, magazine, conference and digital businesses.  Under his leadership, Bloomberg LP has enhanced the quality of its media properties, expanded internationally, and built out services to bring information to more people, in more places, on more platforms than ever before.


Prior to joining Bloomberg, Lack was Chairman and CEO of Sony Music Entertainment, where he led the company's roster of prominent international artists and vast catalog of recorded music from around the world. Before joining Sony Music Entertainment, he was president and chief operating officer of NBC, where he oversaw entertainment, news (including MSNBC and CNBC), NBC stations, sales and broadcast and network operations. He was responsible for expanding the Today show to three hours and creating the show's street-side studio in New York's Rockefeller Center. 


From 1993 to 2001, Lack was president of NBC News, which he transformed into America's most-watched news organization through NBC Nightly News, Meet the Press, Today and Dateline NBC. 

Before going to NBC, Lack spent much of his television career at CBS News. After joining in 1976, within a year, he became a prominent producer for 60 Minutes and subsequently, senior executive producer of CBS Reports.  Lack's broadcasts at CBS earned numerous honors, including 16 Emmy Awards and 4 Alfred I. DuPont-Columbia University Journalism Awards. 


Lack received a bachelor's degree from the College of Fine Arts at Boston University, where he is currently a trustee. 


He lives in Bronxville, NY with his wife, Betsy, and their two sons.

To Be Where the Audience Is — Report of the Special Committee on the Future of Shortwave Broadcasting

WASHINGTON (August 1, 2014) — The Broadcasting Board of Governors today released "To Be Where the Audience Is," a report that found shortwave radio to be essential to listeners in target countries, but of marginal impact in most markets. The report's recommendations came after a comprehensive review, grounded in audience-based research, of the efficacy of shortwave as a distribution platform for U.S. international media.
 
"Shortwave radio continues to be an important means for large numbers of people in some countries to receive news and information," said Matt Armstrong, who chaired the BBG's Special Committee on the Future of Shortwave Broadcasting, which issued the report. "However, many of our networks' target audiences have moved to newer platforms including TV, FM and digital media. This report maps a way forward for U.S. international media to remain accessible for all our audiences."
 
Research-based evidence of media trends suggests that the increased availability and affordability of television, mobile devices and Internet access has led to the declining use of shortwave around the world. Still, the report finds that substantial audiences embrace shortwave in Nigeria, Burma, North Korea, Afghanistan, Somalia, Zimbabwe, Cuba and other target markets for the BBG.
 
At the same time, the committee's recommendations make clear that the BBG will need to continue to reduce or eliminate shortwave broadcasts where there is either minimal audience or that audience is not a U.S. foreign policy priority. It also ratifies reductions that were made in redundant signals in 2013 and further cuts in transmissions that were made in 2014.
 
Even with these recent reductions, the BBG makes programs in 35 of its 61 broadcast languages available on shortwave where there is a strategic reason to do so.
 
The report notes there is no evidence that shortwave usage increases during crises. At such times, audiences continue to use their preferred platforms or seek out anti-censorship tools to help them navigate to the news online, including firewall circumvention tools or offline media including thumb drives and DVDs.
 
The Shortwave Committee report will be discussed at the August 13 public meeting of the Broadcasting Board of Governors.

BBG Signs Agreement to Provide Live VOA News in Nigeria

WASHINGTON – The Broadcasting Board of Governors announced an agreement with Channels Television, one of the 13 independent Nigerian TV stations. For the first time, Voice of America correspondents will report on events as they happen from around the world for the Channels evening newscasts.

"We are excited to deepen our innovative and interactive relationship with Channels TV," said BBG Governor Matt Armstrong, who signed the agreement at an Association of International Broadcasters conference in London.  "We will work together collaboratively to cover local and global events, from Lagos, Washington, DC, and around the world based on VOA's trusted news and information and the journalists at Channels TV. "

VOA's English-language reports will air on the Channels prime-time evening programs "The World Today" at 5:30 pm and "News at Ten" at 10:00 pm local time.  Channels TV is popular with English-speaking Nigerians and has approximately a 15 percent audience share of adults over age 15.

This affiliate agreement is an expansion of an ongoing partnership. A Channels TV correspondent is a regular contributor to VOA's Africa54 daily television news program.   VOA has been providing Channels with correspondent reports from Ukraine, Cairo, and London, as well as feature, news, entertainment, health, and sports reports.

Speaking at the signing, John Momoh, founder and Chief Executive Officer of Channels TV, observed, "There is a trend in partnership and collaboration is needed amongst ourselves and with organizations like the Voice of America."  He added, "Nigeria's digital future is promising."

VOA provides news and information programming to Nigeria via radio, mobile and online platforms, in both English and Hausa.  In addition to its website, radio broadcasts and popular mobile site, the Hausa Service recently launched DandalinVOA, a 24/7 mobile phone platform that provides users with the latest analyses, breaking news and information.

New Interim Management Structure Takes Effect at the BBG

WASHINGTON, D.C. -- The Broadcasting Board of Governors today established an interim management structure for its International Broadcasting Bureau that appoints three senior executives to manage the day-to-day operations of the agency and helps pave the way for a future Chief Executive Officer.

Under this interim management structure, André Mendes will serve as Director of Global Operations, Robert Bole will serve as Director of Global Strategy, and Suzie Carroll will serve as Director of Global Communications. Mendes, Bole and Carroll will provide oversight and direction to the Directors of the Voice of America and the Office of Cuba Broadcasting, as well as the other offices of the federal agency until a CEO is hired.

"The Board proposed this structure to leverage the strengths of three exceptional leaders and set the stage for important agency reforms," said Jeffrey Shell, chair of the BBG's governing board.
BBG Governor Matt Armstrong will serve as the Board's Management liaison and will provide support to the interim IBB management team. In addition, the Board has created a Special Committee on Creation of a Chief Executive Officer.

"We believe the BBG needs a CEO to be fully effective and to support all operational aspects of U.S. international broadcasting," he said. "We are consulting with both Congress and the Administration on meeting that goal."

Mendes has directed the IBB's Office of Technology, Services and Innovation (TSI) for the past four years. He provides executive leadership in the planning, development, and operation of all agency engineering and technical systems, including a world-wide satellite and transmitting station network, as well as planning for the use of new technological improvements and efficiencies. Before joining the agency, Mendes served as senior vice president, strategic planning and global CIO for Special Olympics International. Previously, he served as Chief Technology Integration Officer for the Public Broadcasting Service, where he was responsible for both Information Technology and Broadcast Engineering during a $1.8 billion transition to digital television.

Deputy TSI Director Terry Balazs, will serve as Acting TSI Director, given Mendes new leadership role.

Robert Bole joined the BBG in 2011 as Director of Innovation to lead the agency's use of technology to improve storytelling, news delivery and crisis response. As head of the Office of Digital and Design Innovation, he directed the agency's digital strategy and worked with journalists to innovate digital media products, focusing on engaging and connecting audiences. Previously, Bole served as the Vice President of Digital Media Strategies at the Corporation for Public Broadcasting, where he helped lead the creation of a unified digital distribution platform. He also created a strategy to improve public media's use of social media to engage citizens in journalism, civic dialogue and education. Prior to that, Bole worked for the One Economy Corporation, a global non-profit organization that leverages the power of technology in underserved communities around the world.

As Bole assumes his new role in the IBB, ODDI's Director of Technology, Adam Martin, will serve as Acting Director of Innovation. Suzie Carroll has been with the BBG since 2012. As BBG Executive Director, she serves as the principal liaison for the Chairman and members of the Broadcasting Board of Governors and manages implementation of Board priorities. Before being tapped by the Board to be its Executive Director, she served as the agency's Congressional Coordinator for a year, cultivating support from Capitol Hill for high-priority agency initiatives, conducting day-to-day interactions with Congress, and coordinating these activities with counterparts at the BBG's networks. Carroll joined the agency from the Peace Corps, where she served as Acting Director and Deputy Director of Congressional Relations. As a member of the Peace Corps' senior staff, she was responsible for developing and implementing legislative strategy. Prior to that, Carroll held positions, focusing on government affairs and legal services in Washington, DC and Los Angeles.

Carroll will continue to serve as BBG Executive Director in addition to her new duties. IBB Deputy Director Jeff Trimble will now take on a new role with the Global Strategy team working to advance collaboration and coordination across the BBG. Trimble will play a leadership role on the content side of the operation to strengthen the BBG's position in a period of increased global competition.

The IBB is responsible for the agency's strategic planning and oversight, including U.S. international media's innovation strategy, and transmission, marketing, and program placement services. The IBB is also responsible for integrating activities across the federal and BBG-funded grantee networks for greater organizational efficiency.

The IBB manages the agency's communications, financial operations, and legal support along with a global network of transmitting sites, an extensive system of leased satellite and fiber optic circuits, and rapidly growing Internet and mobile audience platforms and services.

It provides research and evaluations of broadcasts, VOA editorials, and human resources, Equal Employment Opportunity, procurement, security, information technology, and other essential administrative support for the agency.

BBG Broadcasters Earn Record-Breaking Audience Topping 200 Million a Week Worldwide

VOA Spanish editor Ramon Taylor behind the scenes in 2012 U.S. international media's weekly audience has reached a new high of more than 203 million people thanks to substantial audience growth in Latin America for the Voice of America, innovations across digital media platforms, and expanded networks of distribution for award-winning news and information programs. These programs are produced around the clock for people around the globe in countries where the media are not entirely free.

The journalists supported by the Broadcasting Board of Governors continue to garner worldwide recognition for their high-quality reporting while the BBG solidifies new distribution avenues such as FM stations in South Sudan, Mali and Libya; TV affiliates in Burma and Russia; and digital content platforms such as SoundCloud, a smart phone app for audiences in Cuba, and SMS news service in Nigeria.

The latest audience measurement is an increase of 16 percent since the agency released official figures in November 2012, and has climbed from 165 million in 2010, a 23 percent gain.

"With dwindling federal resources, the BBG is proud to have reached a broader worldwide audience," said Michael Meehan, chairman of the agency's Strategy and Budget Committee. "In these tight fiscal times, breaking 200 million is a remarkable achievement. Then when you add a growing number of closed societies over the past decade, the feat is of an even greater magnitude."

Noteworthy audience growth has occurred in Latin America, where more than 26 million adults are now getting up-to-date news, analysis and other content from VOA each week. The increase in audience numbers is the result of expanding partnerships with local stations from Mexico to Chile that are making use of VOA's top-notch radio, TV and online reports and live, on-the-scene analysis of events in the United States and around the world.
 
Results from Gallup World Poll surveys in 16 Latin American countries from September through December 2012 estimate the combined weekly audience for VOA Spanish content at 26.7 million. The figure includes a weekly audience of 18.7 million on television, 16.2 million on radio, and 8.3 million on the Internet, including use of syndicated or reproduced content.

"Every day, people around the world count on our broadcasters to provide them with accurate news and diverse viewpoints, " said Governor Susan McCue. "These people are hungering for the high-quality journalism that our broadcasters provide."

BBG-supported broadcasters' outstanding journalism continues to earn accolades, including awards this week from the New York Festivals for investigative reporting in Iran, and in 2012 by the Association of International Broadcasters' for documentary work on human trafficking in Asia and a highly innovative teaching program to China, by the South East Europe Media Organization (SEEMO) for reporting from Syria's war zone, as well as a Hong Kong Human Rights Press Award for reporting on child soldier recruitment in Burma.

VOA Albanian Service Marks 70th Anniversary

WASHINGTON, D.C. - Presidents, diplomats, Balkan officials and members of the U.S. Congress paid an emotional tribute to the Voice of America's Albanian Service Tuesday, as the service marked the 70th anniversary of its first broadcast in 1943.

Speaking at VOA headquarters in Washington, New York Congressman Eliot Engel (D) joked that he had been interviewed by VOA so many times that when he visited Albania or Kosovo he was widely recognized.

Engel, the ranking member of the House Foreign Affairs Committee, congratulated the service (watch here) for its work providing information to Albanians. "I think that we in the United States need VOA to show to the peoples of different oppressed countries what America is all about...Every dollar that we give to VOA comes back to us with hundreds of dollars of goodwill for America, hundreds of dollars of good faith for what America is and what it stands for," Engel said.

In a videotaped message, Albanian President Bujar Nishani described the service's influence, saying it "gave us hope during a dark time in our history. It had the power to help our people forget their starvation."

Albanian envoys also presented a presidential award to VOA, and an individual award to former Albanian Service broadcaster Elez Biberaj, who is now Director of the VOA Eurasian Division.

In a separate message, Kosovo President Atifete Jahjaga said, "VOA was the only voice reporting during the war [in Kosovo] and the refugee crisis that our people could listen to...may the Voice of America never go silent."

Former U.S. Senator Dennis DeConcini (D-Arizona) said the Voice of America remains critical, to report the news and "relate to the people of the region, that Americans care."

In a lighthearted moment, former U.S. Ambassador to Albania William Ryerson recounted preparations for then U.S. Secretary of State James Baker's 1991 visit to Albania after the two countries established diplomatic ties.

Ryerson said the first question he was asked after learning of the visit was whether Elez Biberaj, then Director of the Albanian Service, would be coming. "Baker schmaker, the important person was the Voice of America person," Ryerson recalled to loud applause from the audience.

Zamira Edwards, who began working at the Albanian Service with her sister after fleeing the communist regime in the 1980s, recalled the night the two dove into the Adriatic and swam toward Greece with their younger brother who disappeared before they were rescued by a passing ship. She said she never could have imagined that she would someday work for Voice of America, which she described as a "noble mission."

Today the service remains one of the most popular multimedia outlets in Albania with a weekly audience of 48% and in Kosovo where 57% of adults get their news from VOA.

VOA broadcasts around the world in 45 languages on radio, television, the Internet, and increasingly on mobile.

BBG Reports 26 million VOA Listeners in Latin America

According to the Broadcasting Board of Governors, expanding affiliate stations from Mexico to Chile may have helped grow Voice of America's audience to more than 26 million adults across Latin America.

These numbers resulted from questions placed on Gallup World Poll, surveying samples in 16 Latin American countries, from September through December, 2012. BBG Expands Its Reach With SoundCloud

WASHINGTON - The Broadcasting Board of Governors today announced a new strategic partnership with leading audio platform SoundCloud, adding hundreds of hours of audio programming weekly for users to access worldwide. The move is expected to expand the BBG's online audience by introducing its radio broadcasts to a new, widely-available mobile platform and to
content-sharing through social media.

"Audio programming is the lifeblood of our broadcasters' connection to much of their worldwide audiences," said Syndication Product Lead Addie Nascimento with the BBG's Office of Digital and Design Innovation. "Reinventing that experience through the SoundCloud platform and allowing for audio to become a social experience will revitalize our audio content in a powerful way."

From Khmer to Kurdish, content in more than 40 languages from all five broadcasters of the BBG will be made available through the platform. Each of the broadcasters has multiple accounts based on the language services it provides, and there is flexibility to add more accounts based on user demand.

Users will be able to find BBG content by searching SoundCloud for either their favorite program or a broadcaster's name. Listeners will also be able to connect directly on SoundCloud's waveform with other users who share similar interests.
 
SoundCloud provides an easy way to share audio programming on the web, as it lets users distribute content seamlessly across numerous social channels. BBG content uploaded to SoundCloud may be posted to Facebook, Twitter, Tumbler and Pinterest, appearing on the user's profiles via SoundCloud's HTML5 widget, thereby increasing audience reach for the BBG.
 
"SoundCloud is thrilled to be working with BBG to share their expansive, multi-lingual content across the web," said SoundCloud Head of Audio Manolo Espinosa. Media Freedom Faces 'Greatest Challenge Since the Cold War'

Media freedom faces its greatest challenge since the Cold War with Internet blocking, satellite jamming and the return of shortwave jamming said a group of leading international broadcasters today.

The statement issued on behalf of the representatives of Audiovisuel Extérieur de la France (AEF), Australian Broadcasting Corporation (ABC) [Australia], British Broadcasting Corporation (BBC) [United Kingdom], the Broadcasting Board of Governors (BBG) [US], Deutsche Welle (DW) [Germany], Nippon Hoso Kyokai (NHK) [Japan] and Radio Netherlands Worldwide (RNW), said:

"The jamming of satellite broadcasts has become a regular occurrence as regimes seek to block certain services from the being received. This jamming affects area stretching from Northern Europe to Afghanistan and as far south as Northern Africa. We have also seen Internet blocking of services and cyber-attacks on media organisations all over the world, shortwave jamming and disruption and interference with FM broadcasts. Media freedom has not faced such a concerted campaign of disruption since the end of the Cold War."

Marking World Press Freedom Day on May 3, the broadcasters called on all nations to recognize the legitimate role played by international broadcasts in offering free access to global media and coverage of events.

During the Cold War the jamming of radio broadcasts to east of the Iron Curtain was commonplace. European and U.S. broadcasters worked hard to overcome this in a game of cat and mouse. From the late 1990s digital satellite broadcasting has flourished delivering a wide range of programs in many languages to communities across the globe. Audiences have been able to benefit from international broadcasts that provide a different perspective on news and cultures.

The Washington D.C.-based BBG, with audiences in more than 100 countries, faces many obstacles imposed by governments around the globe -- including jamming of broadcasts to China, Iran and Cuba, in violation of international communications regulations. In response to their reporting, individual journalists working with BBG's five broadcasters, in Zimbabwe, Tibet, Mali, Belarus, and Azerbaijan, among other places, have been subject to harassment, detention and threats.

Alhurra TV's correspondent Bashar Fahmi remains missing in Syria since he was caught up in a cross-fire while on assignment on August 20, 2012.

At a recent meeting BBG Governor Michael Meehan recounted details of other threats to BBG journalists and commended their work. "I'd like to make special mention of the people behind the scenes who work, sometimes at risk to their lives, to help bring the light of truth to people living under repressive regimes and in conflict zones," he said.

The BBG has been working hard with fellow broadcasters and the satellite industry to counter jamming and secure media freedom. This involves seeking long term technical solutions and short term 'fixes' so that services can continue to be received during major political events and times of tension.
 
All of the leading international broadcasters are working with the ITU (International Telecommunication Union) and other United Nations bodies to recognize the profound affects that jamming is having on audiences and the industry.
